e-Discussion Towards a National Policy on ICT in School Education: Communities in Dialogue @ UN Solution Exchange (Communities of Practice: ICTD & Education)
The Department of School Education & Literacy, Ministry of Human Resource Development, Government of India, has initiated the process to formulate the ‘National Policy on ICT in School Education’ with a focus on addressing the needs and challenges of teaching and learning in schools using Information and Communication Technology (ICT) tools. The Global e-Schools and Communities Initiative (www.gesci.org), a UN ICT Task Force founded organisation, provides strategic assistance to MHRD in the preparation of this policy. GeSCI has partnered with the Centre for Science, Development, and Media Studies (www.csdms.in) to coordinate and facilitate the process of policy formulation.
The policy building process seeks to define a national consultation process combining thematic conferences, e-discussions as well as several regional consultations along with the national consultations on policy issues. With the aim to engage with a wide range of stakeholders whose experiences, views, suggestions and recommendations will be collated towards providing a consultative and participatory policy development process, an e-Discussion series is running on UN Solution Exchange (www.solutionexchange-un.net.in/en/), an initiative of the United Nations Agencies in India to engage online communities soliciting suggestions and insights from the ICTD and Education Communities.

Seven thematic issues on the framework for the National policy on ICT in school education have been identified and grouped into three broad areas.
- The first query covers the investment issues and addresses the topics of Infrastructure and Capacity Building
- The second query covers content and quality issues and addresses the topics of e-Content, Quality in School Education, and Innovation and Research
- The third query covers programme delivery issues and addresses the topics of Public-Private Partnerships, and Monitoring and Evaluation
